Sandra Edilma Noel was born in Panama City, Panama to Cecilio Mosquera and Olga Rodriguez Mosquera. After her mother’s death, at the age of four years old she moved to the United States with the Lomotte family who raised her as their own.
Sandra attended the NYC school system and in 1973 graduated from Arch Bishop Hughes Memorial High School also known as Cathedral High School with a 1450 SAT score. She attended NYCTC college and received an associate degree in accounting. Additionally, she received a bachelors degree in liberal arts from Morristown College in Tennessee. She passed the NYC police department test with a score of 100 but didn’t take the job upon finding out she was with child.
After getting married and moving to North Carolina, she worked with the Guilford County Department of Social Services beginning in 1990 and retired in 2011. She helped start New Beginnings Full Gospel Ministries and First Fruits Teaching Ministries where she served in many areas of the church. In 2017 she joined Turners Chapel AME Church.
Sandra loved helping people and she and her husband fed and welcomed many children into their home. The Noel household became a staple in the community for friends of Paris, Chris, and Olivia. People often came over anytime to eat, sleepover or just hangout. Whether they needed a place to stay or just slept over for fun, the door was always open. She loved making breakfast on weekends and kept the house stocked with food and became a safe haven for everyone. Known for her famous Fried Chicken, Fried Chicken Sunday’s became a well known tradition for many years.
She was a huge sports fan of NY Giants, NY Knicks, UNC Tarheel Basketball, Catawba College Football, and T.W. Andrews Red Raider Football. She loved music by Tony Bennett, Rod Stewart and the great Frank Sinatra. The Godfather starring Al Pachino was her all time favorite movie. She particularly enjoyed doing these activities with her husband, Robert Noel who she was married to for 23 years. A beautiful love story that started in Brooklyn, NY and made its way to High Point, NC. They loved to laugh, dance, sing and spend quality time with family. Sandra gave her all to helping everyone as she will forever be a legendary mom to many.
Sandra was preceded in death by her parents, Cecilio Mosquera, Olga Mosquera, her husband, Robert James Noel and granddaughter, Rosé Monique Mosquera.
She is survived by her loving children, Olivia, Chris and Paris and the grandchildren that she loved dearly, Sana’a Adalah Ade’ Mosquera, King Justice Mosquera, Parker Elizabeth Noel, Pierce Lynne Noel, Prynn James Noel, and Giovani Divine-James Manning,

A Memorial Service honoring the life of Sandra E. Noel will take place on Monday, June 1, 2026 at Turners Chapel AME Church, 7615 Florence School Dr., High Point, North Carolina. The family will receive visitors and friends at the church from 1:30 to 2pm, and the service will begin at 2pm.
